Why is it that in the Deep Space Nine episode 'Til Death Us Do Part Worf states that no one has ever seen a Breen without its helmet on and lived to tell the tale? In the much earlier episode Indiscretion Kira and Dukat must have seen two of them, as they knocked out two Breen and stole their uniforms.

It is possible that Worf simply doesn't know about what happened to Kira and Dukat in Indiscretion. (And perhaps Kira never corrected him because she didn't want to annoy him!)

Alternatively, maybe the Breen uniform is composed of more than one layer, and Kira and Dukat only got as far as the Breen's all-concealing undergarments. (Either that, or they looked the other way to spare the naked Breen's blushes!)
